In the wake of a gale of AIDS epidemic that sweeps through an African country, along comes a group of international donor agencies to rescue the situation with funds and medical care. Corrupt government officials take advantage of the situation to line their pockets with sleazy dals, and all hell breaks loose as a self-appointed redeemer, Dr. Cinzano, tries to salvage a seemingly hopeless situation and stop AIDS victims from widespread exploitation. But can he stop it? Karamba is a metaphor for government manipulation, exploitation, and gross neglect of the mass of its poor citizenry by a privileged few in government.
